If a comparison is wrong, the answer is not to defend it. One project analysis originally overstated recruitment demand because national recruitment data was compared with county-level family data. Re-running the comparison at like-for-like geography materially changed the ratio.

That is why every public number is now checked for unit, geography and date before it is used as evidence.
